Is it a bug??

I had some problems with this in KDE 4.8.0 and managed to solve it by playing with the phonon ordering settings (this seemed to be a regression of an older bug).
For me the update to KDE 4.8.1 solved it.

Mine is working properly again, I think it was related to problems with the mounting settings and the Bundles. After I removed the KDE settings for that, everything started working again.

What kde settings were that? What exactly did you remove?

This file:
~/.kde4/share/config/kded_device_automounterrc

Unfortunately it did not help. I removed .kde4 and the problems is still there.
I have the same problem as the first poster exactly: logout, restart and shutdown do not work from kde. I thought there was a problem with bundles, but I do not run any of them now and still can't shutdown from kde (sudo shutdown or sudo halt work fine).
I also tried qdbus org.kde.ksmserver /KSMServer logout 0 0 0 and it just gives no ouput and exits.

Do you use wicd? (heh, with a username like evil, you should
)

No, despite the nickname, I do not use it
Also the problem is not with shutdown only, but with logout and restart as well.

Just out of curiosity, if you kill the X server (Ctrl+Alt+Backspace - may need to enable it first in systemsettings>Input Devices>keyboard>advanced), and re-login, are you able to log out normally from then on?

SteveK - yes, that's a good question, and I was planning to do that next. I cannot try this now, since it is my work PC, so I will try in the evening
